France's Delivery Gig Economy Exposed: 99% of Riders Foreign-Born, Two-Thirds Without Legal Status

A major new study has exposed the foundational reality of France's food delivery sector: it is almost exclusively staffed by a vulnerable migrant workforce, with a staggering two-thirds operating without legal residency. The 'Enquête' report, surveying over 1,000 riders in Paris and Bordeaux, reveals that 98.7% of delivery couriers were born outside France. This data highlights the platform economy's deep structural dependence on a precarious labor force, raising immediate questions about labor rights, immigration enforcement, and corporate accountability.

The workforce is overwhelmingly composed of recent arrivals from Africa, with the majority not engaged in any other education or training in France. West Africans constitute the largest bloc at 55.2%, followed by North Africans at 17.4% and other African nationalities at 4.6%. This demographic concentration underscores how specific migrant communities are funneled into this low-wage, high-flexibility sector, often with limited pathways to stable employment or integration.

The findings place intense scrutiny on major delivery platforms like Deliveroo and Uber Eats, whose business models appear to be built upon this readily available, low-cost labor pool. The scale of irregular status among riders presents a significant legal and regulatory challenge for French authorities, pitting immigration control against the economic realities of the gig economy.
