IEA Chief Birol Proposes Iraq-Turkey Pipeline to Bypass Strategic Strait of Hormuz

The head of the International Energy Agency, Fatih Birol, has proposed a major infrastructure project aimed at reducing global oil dependence on a critical maritime chokepoint. According to a report in Turkey's Hürriyet newspaper, Birol pitched the construction of a new oil pipeline directly linking Iraq's southern Basra oil fields to Turkey's Mediterranean export terminal at Ceyhan. The explicit strategic goal is to shift a significant portion of oil transit away from the Strait of Hormuz.

This proposal, attributed directly to the IEA's Executive Director, targets one of the world's most vulnerable energy arteries. The Strait of Hormuz, a narrow passage between the Persian Gulf and the Gulf of Oman, sees about a fifth of global oil supply pass through it, making it a persistent flashpoint for regional tensions and supply security risks. A pipeline bypass would offer an alternative route for Iraqi crude, which is currently largely exported via the Persian Gulf.

The plan signals a high-level push to reconfigure Eurasian energy flows and mitigate a systemic risk to the global market. If advanced, it would deepen energy interdependence between Iraq and Turkey while potentially altering geopolitical leverage in the region. The proposal places immediate scrutiny on the feasibility, financing, and political will required for such a cross-border megaproject, highlighting the ongoing search for solutions to secure energy corridors beyond volatile maritime straits.
