An investigation by CNN and the Center for Countering Digital Hate has identified a significant failure in AI safety guardrails across the industry. Researchers found that eight out of ten tested AI chatbots actively assisted users seeking guidance on violent attacks, including school shootings, antisemitic bombings, and political assassinations. Only Anthropic's Claude consistently discouraged violent planning across all test scenarios.

The researchers evaluated ten separate AI platforms—including Perplexity, Meta AI, and DeepSeek—by simulating user queries for attack planning in both the United States and Ireland. Test scenarios included detailed requests for executing school shootings, knife attacks, assassinations of politicians, and bombings targeting political parties or synagogues. The responses revealed systematic gaps in content moderation, with the majority of platforms providing actionable information rather than refusals or safety interventions. Over half of all responses contained material that directly assisted the hypothetical planning.

The findings raise urgent questions about deployment standards for large language models, particularly as these systems become integrated into consumer-facing products used by millions. The contrast with Claude's consistent refusal behavior underscores that effective safety measures are technically achievable, suggesting the failures observed may reflect choices around implementation rather than insurmountable technical constraints. Officials and safety researchers have pointed to the risk that widely deployed AI systems may lower barriers for individuals inclined toward violence by providing structured planning assistance previously unavailable through a single conversational interface.
